Green light for green hydrogen

New German government gives the go-ahead for the H2Global initiative

The ability to buy and sell CO2-neutral hydrogen is perceived as key to the green energy transition. After the new Federal government had already taken a stance on the issue in its coalition agreement, the BMWi has now signaled the launch of H2Global, based on the H2Global foundation concept.

Hamburg/Berlin/Leipzig (December 23, 2021). Today the Federal Ministry for Economic Affairs and Energy headed by the Minister Dr. Robert Habeck announced a financial allocation in excess of EUR 900 million that will be used to support the provision of green hydrogen by the H2Global Foundation. The H2Global Foundation welcomes the clear commitment of the new Federal government to green hydrogen. “Our goal is to establish a green hydrogen industry which will give us the assurance of a climate-neutral future, while at the same time safeguarding supplies to industry and business," said Dr. Axel Wietfeld, Chairman of the H2Global Foundation and CEO of Uniper Hydrogen GmbH, when the funding allocation was announced.

The Foundation aims to advance the development of a global market for the hydrogen industry. As demand for energy rises, green hydrogen too will be increasingly in demand. According to the Federal Ministry for economic Affairs (BMWi), up to the year 2030 power consumption in Germany alone will trend upwards from 545 terawatt-hours (status of per 2020) to 655 terawatt-hours.

The H2Global program was developed in recent months as part of the government’s national hydrogen strategy. The idea is that as an instrument of the market economy, an intermediary will buy green hydrogen and derivatives at the lowest price possible at auction and sell these on in Germany and in Europe to the highest bidders. The intermediary will then receive a subsidy from the BMWi to cover the anticipated negative difference in price as production costs for green hydrogen and power-to-X products are currently significantly higher than for fossil-based products.

This approach was developed by Timo Bollerhey, Managing Director of intermediary HINT.CO GmbH, and Markus Exenberger, Director of the H2Global Foundation, together with an interdisciplinary team of experts, and involving substantial participation of the BMWi. The development was supported by the international cooperation specialists Deutsche Gesellschaft für internationale Zusammenarbeit GmbH (GIZ) in cooperation with the private sector and trade associations, including the German Hydrogen and Fuel Cells Association (DWV).

According to Bollerhey, hydrogen will play a pivotal role in decarbonizing industry, the energy economy and mobility. In order to achieve this, Germany and Europe need green hydrogen.

The first deliveries of hydrogen products are slated to commence as soon as the end of 2024.

About H2Global

The aim of the H2Global Foundation is to promote and advance climate and environmental protection. One element in achieving the foundation's purpose is the testing of an efficient funding program for a rapid market ramp-up and import of green hydrogen and power-to-X products (PtX). For the first time, the funding mechanism enables the economic, sustainable operation of PtX plants and thereby allows the industrial market ramp-up that is now required. Accordingly, H2Global differs from previous investment support program, which primarily provide investment subsidies to develop and test PtX technologies. In order to promote the ramp-up of a green hydrogen economy efficiently and in a market economy context, H2Global employs a double auction model to determine the price. The lowest bid price and the highest selling price are each awarded the contract. In this way, the price difference to be compensated is as small as possible. By way of a divergence of terms in the purchase and sales contracts, the intermediary can also profit from possible price increases in the products sold - reducing the need for state subsidies and is therefore potentially far more efficient than previous subsidy instruments. The purchase of green hydrogen and hydrogen-based PtX products includes their delivery to Germany. Further criteria in awarding the purchase of green hydrogen and their derivatives include sustainability requirements defined by the federal government as well as the maturity of the respective projects.

Grünes Licht für grünen Wasserstoff

Neue Bundesregierung gibt Startschuss für H2Global-Initiative

Der Einkauf und Vertrieb von CO2-neutralem Wasserstoff gilt als Schlüssel für die grüne Energiewende. Nachdem sich die neue Bundesregierung im Koalitionsvertrag dazu bereits positionierte, hat das BMWi nun H2Global auf den Weg gebracht.

Hamburg/Berlin/Leipzig (23. Dezember 2021). Das Bundesministerium für Wirtschaft und Klimaschutz (BMWi) unter dem neuen Wirtschaftsminister Dr. Robert Habeck hat einen Zuwendungsbescheid über 900 Mio. Euro ausgestellt, mit dem die Bereitstellung von grünem Wasserstoff durch die H2Global-Stiftung gefördert werden soll. Die H2Global-Stiftung begrüßt das klare Bekenntnis der neuen Bundesregierung zu grünem Wasserstoff. „Unser Ziel ist der Aufbau einer grünen Wasserstoffindustrie, die uns für die Zukunft Klimaneutralität bei gleichzeitiger Versorgungssicherheit der Industrie und Wirtschaft sichert“, sagt Dr. Axel Wietfeld, Vorsitzender der H2Global-Stiftung und CEO der Uniper Hydrogen GmbH, anlässlich der Bekanntgabe des Zuwendungsbescheides.

Die Stiftung will den globalen Markthochlauf der Wasserstoffwirtschaft vorantreiben. Denn: Mit zunehmendem Energiebedarf steigt der Bedarf an grünem Wasserstoff. Bis 2030 wird der Stromverbrauch allein in Deutschland laut BMWi von 545 Terawattstunden (Stand 2020) auf 655 Terawattstunden zunehmen.

Das Förderprogramm H2Global wurde in den vergangenen Monaten im Rahmen der Nationalen Wasserstoffstrategie der Bundesregierung entwickelt. Die Idee: Als marktwirtschaftliches Instrument auktioniert ein Intermediär grünen Wasserstoff und Derivate zu einem möglichst günstigen Preis und verkauft diesen anschließend in Deutschland und Europa an den Höchstbietenden. Der Intermediär wird dabei durch das BMWi in Höhe des voraussichtlich anfallenden negativen Differenzbetrags bezuschusst. Denn: Die Produktionskosten für grünen Wasserstoff und Power-to-X-Produkte sind derzeit noch deutlich höher als für fossil-basierte Produkte.

Entwickelt haben den Ansatz Timo Bollerhey, Geschäftsführer des Intermediärs HINT.CO GmbH, und Markus Exenberger, Vorstand der H2Global-Stiftung, gemeinsam mit einem interdisziplinären Expertenteam, unter maßgeblicher Beteiligung des BMWi. Unterstützt wurde die Entwicklung durch die Deutsche Gesellschaft für internationale Zusammenarbeit GmbH (GIZ) in Kooperation mit der Privatwirtschaft und Verbänden, beispielsweise dem Deutschen Wasserstoff- und Brennstoffzellen-Verband (DWV).

Wasserstoff wird laut Bollerhey in Zukunft eine zentrale Rolle spielen, die Industrie, die Energiewirtschaft und die Mobilität zu dekarbonisieren. Dafür benötigen Deutschland und Europa grünen Wasserstoff.

Bereits Ende 2024 kann mit den ersten Auslieferungen von Wasserstoffprodukten begonnen werden.

Über H2Global

Ziel der H2Global-Stiftung ist die Förderung des Klima- und Umweltschutzes. Ein Element zur Erreichung des Stiftungszwecks ist die Erprobung eines effizienten Förderprogramms für einen zeitnahen Markthochlauf und Import von grünem Wasserstoff und Power-to-X-Produkten (PtX). Der Fördermechanismus ermöglicht erstmalig einen wirtschaftlichen, nachhaltigen Betrieb von PtX-Anlagen und erlaubt somit den nun erforderlichen industriellen Markthochlauf. Damit unterscheidet sich H2Global von bisherigen Investitionsförderprogrammen, die in erster Linie eine Investitionssubventionierung leisten, um PtX-Technologien zu entwickeln und zu erproben. Zur effizienten und marktwirtschaftlichen Förderung des Hochlaufs einer grünen Wasserstoffwirtschaft erfolgt im Rahmen von H2Global die Preisfindung über ein Doppelauktionsmodell. Der niedrigste Angebotspreis und der höchste Verkaufspreis erhalten jeweils den Zuschlag. So fällt die auszugleichende Preisdifferenz so gering wie möglich aus. Durch eine Fristendivergenz bei den Ankaufs- und Verkaufsverträgen kann der Intermediär auch von möglichen Preissteigerungen der verkauften Produkte profitieren – dies verringert den Bedarf an staatlicher Förderung und ist somit potentiell deutlich effizienter als bisherige Förderinstrumente. Der Ankauf von grünem Wasserstoff und wasserstoffbasierten PtX-Produkten schließt eine Lieferung nach Deutschland mit ein. Weitere Kriterien bei dem Zuschlag für den Aufkauf des grünen Wasserstoffs und dessen Derivaten sind unter anderem von der Bunderegierung definierte Nachhaltigkeitsanforderungen und der Reifegrad der Projekte.
